When I booted up my PC , all the icons for the CELF shortcuts had changed, why is this?
(The icon that can be selected from Start- All Programs has also changed)
Is there a way to change it back to the way it was?

It could be that the icon was changed for some reason on the Windows side.
For your reference, you can find similar related information in Microsoft’s KB.
The CELF icon file is located in the following folder, and you can reset it manually
from the properties of the shortcut.
"%USERPROFILE%\AppData\Local\Curl Corporation\Surge\local-root-for\cloud.celf.jp+443\celf"
