Can general users change their own passwords?

Also, if a general user forgets their password, can the administrator initialize and reset it?

After logging in, click on the human-shaped icon in the upper right corner of the screen (to the left of the login user name)

to display the menu for changing your password.

If you are an administrator, you can also set passwords for other users from the user management screen.
