The help document mentions that I need to obtain a .scurl file for license registration when registering an extension option, but I could not find it
in the zip file downloaded from the "Installing the RPA extension
option（for CELF administrators）" page linked in the Notification
for usage email sent upon signing the RPA option contract.
Where can I get it from?

In the cloud version of CELF, license information is automatically updated when a license is purchased or renewed.
No license file acquisition or registration is required.
In the on-premises version of CELF, users must register their licenses themselves.
When you sign up for the RPA Extension Option, the .scurl file for license registration will be sent to you.
